I just looked over my spell book, talents and abilities. I can't find any Heroic Opportunity buttons. Do Necros get Heroic Opportunities?

yes, every class gets a Heroic Opportunity. It isn't received until about level 5 or so, however.

I am level 12 and don't see any Herioc opportunity icon anywhere.

If I recall they put it under the abilities tab. Hit K to get into skills and click on abilities. I am at work so this is just off the top of my head. ;)
