It's not so much a question of where a spell drops, but rather what has the potential to drop it. There are no loot designation on spells that say "Magic Missile (Master I) only drops in Spanky's Cavern of Dark Stuff". Look at the level of the spell. 60 in this case. Any mob around that level (within a few levels in either direction) has the possibility of dropping a master chest which can contain a spell from that level range. The chances of such a chest being presented to goes up with the type and difficulty of the encounter (named heroics or epics, versus non named heroics, or solo mobs). For example I've seen master chests from named heroic dungeon bosses, but I've also gotten then from solo lizards walking around in the Sinking Sands.

Given the rarity of master chests and the amount of possible spells in each level range for all the classes, the chances of you getting a master chest with the specific spell you are looking for are slim (though it can happen). Your best bet is to dungeon crawl in the level range as much as you can, waste some nameds, do instances, and hopefully score a master or two of any class and then begin trying to trade them for your spell or sell them and use the proceeds to buy the spell you want.
