I've got a question for those of you that harvest a lot. I used to go to the Eternal Gorge for my Tier III needs when I was using them. I would go in there and stay for a couple of hours and without fail come out with all my bags full and many many rares. I needed to re-supply my Tier III items for a couple of my alts so I took my main, which can harvest Tier V. I harvested for a couple of hours. I got all my bags full but hardly NO Rares. My question:
Was it just luck of the draw or do you get less rares if you are a higher level harvesting in a low level area?

Just a bad streak of luck. In fact the opposite of your latter possibility is true. They made a change several updates ago so that the higher your harvesting skill is above what you are harvesting, the greater the chance you will have for rares. It's certainly not a dramatically higher chance, but it's there and definitely means that being higher level wasn't the cause of your lack of rares. You just had one of those magical streaks where the random number generator hated you.
