No, that is for increasing Mage's DPS. I believe scout class uses STR as DPS mod just like fighter class. You can open your profile window and mouse over each of the stats, it will tell you what effect increasing each stat will have on your toon.

If you are either bard class the Int is your secondary stat after Agi. It will increase your mana pool and make your spells do more dmg.
