Hubby just did his.
It asked for his credit card info, but on the next page the charges were all set to $0. At least one person reported ont he Official Forums that it worked with a false credit ccard number.

Probably not quite yet - they were taking the servers down at 7am PT to hot fix it.

Oh yeah - Grimwell has a workaround for not having a credit card (since it doesn't cost money this week): How to Handle Credit Card Requests in the Character Transfer
