I am trying to find the non rare cloaks and cannot find them... I know that the rare ones are in the enigmas.
any help would be wonderful!

I know in Qeynos they're on the Tailor merchant in Qeynos Harbor. I assume Freeport has an equivilant.

I just ran by him, in Qeynos they're sold by Nelis Greenpocket.
