I have crafted my own apprentice III spells. When I try and scribe them it says I do not have enough knowledge, how do I increase my knowledge to be able to use them. I am a high elf wizard, level 38.

the only time you should get that message is if they are higher level than you are. That or they are for spells for other classess. I have made several for myself and my alts just yesturday and was fine. Has nothing to due with actual Wisdom but level.
Also just a question - why AP III and not the AP IV or or did you mean Adept III spells.

You are trying to scribe a spell that you cannot use. Check to see if a wizard can use that spell.
