here is Sony's achievement explanation page. It gives on overview on how achievements work, what you need to do to earn achievement experience, as well as how to respec/reset your achievements. As for what achievements are available and how to spend them, I recommend checking out the individual class boards on the official SOE EQ2 forums. Each one has several threads (some with some excellent stickies on the subject) relating to how that class tends to spend it's achievements for different purposes, as well as a list of all of the possible AA choices.
