You need to speak to a gnome in Steamfont to get the language quest which involves collecting 15 of those "Deep Earth Runes" that frequently drop from Serillian speaking mobs.
The quest starter is inside the gnomeland security HQ that can be found just south of the entrance to steamfont from greater faydark.
