tradeskilling block?Follow

I have been crafting spells until I reached level 19. I have 121% towards level 20 but it wont level up. I can't get workorders and Im new to this so what am I doing wrong? Do I have to level all subclasses under scholar to 19? or can I just go with spells?

You must now choose the final crafting subclass by talking to a crafting trainer. The scholar class has three choices - sage, alchemist or jeweler.
