Has anyone done this quest? If so can ya help me with finding the gnome observatrons? I have eq2 maps and they are shown, but there is nothing in those 3 spots. Am I missing something? Thanks.
If I recall correctly, (and hopefully I'm remembering the same quest here), you need to go to the specific locations (in order, first one first) and then release the spy. There's nothing to be found at the locations, just head towards the first spot here, there release the spybot you got when you accepted the quest. (should be a charm item)
Then head to the second spot and then finally the third one.

Thats just it....I didn't get anything to release lol I deleted the quest and started over to make sure. maybe there is something that needs to be done after charging the batteries at the station?
Wentback to the windmill charging station and couldn't right click it, so I have no idea...:(

That is odd, perhaps there is a step you missed, but in theory you wouldn't get the quest to actually go to the observation points if you still had to do something else.
I don't have a clue I'm afraid, perhaps the quest is bugged? You could check the official forums perhaps and find out there?

What you missed was picking up the 3 spies. They are in the building with the guy that gave the quest. As you enter the door he is on the left and the 3 Observotrons are lined up along the right-hand wall.

Yeah, that does juggle my memory a bit more. It's indeed necessary to pick up the three spies first.
