Title says it all. I'm currently at level 19 with 100% exp, but I can't figure out who to talk to in order to become a Sage. Could anyone give me the NPC name and where he/she is?

Yes. either the lady through the arches on the right in Qeynos harbor or the guy in the construction zone in Qeynos harbor.
