Ok. I made it to the docks in Nek and spot this guy. He's a vendor with lots of sweet toys, but most of them say I have to finish a quest first before I can get the item.
Ok. Where do I find the quests? I found one (am currently waiting to kill the big fishie in Foomby's quest)....but where do I find the beginning of the quest for the carpet?

That shady vendor sells all the heritage items doesn't he?
Not sure what his purpose is, you get those when you finish the quest, not sure what the purpose of having the items double is. Apart from actually having lost the item in the first place would make any sense imo.
Still, the carpet quests starts in the Sinking Sands, Desert of Flames area, near the docks. Not sure what the minimum requirement is, but it says around 46 at first. Later on there is a seriously underconned and lvl mob in Maj'Dul to kill (lvl 55 which killed me in one spell at lvl 65) and then another tough group.

AFAIK, shady's purpose is to let you re-purchase any heritage item that you sold or destroyed and then decide you'd rather still have. He will only sell you things that you would have already have received as quest rewards.
You can't have 2 of the same HQ items as they are LORE.
OBD is correct, Shady lets you replace any HQ items that you lost, destroyed or otherwise no longer have possession of =)
