I believe it is inside the tradeskill instance. (if you are talking about tradeskill work orders)
If you are talking about the Adventure XP work [quest] order desk, they are some located on the docks of Nektulos Forest and Thundering Steppes.

In Qeynos, the two tradeskill work order desks are located right next to the NPC who gives out the non-timed crafting writ quest and also downstairs, just past the last loom, at the far end of the room leading to the the forges.

In Freeport:
There is one desk right by the tradeskill writ givers on the first level.
There is another one on the lowest level, just inside the room with the forges.
