They could also use sell gil plat and gold this way. Set up a website. Promote cheap currency. And nail the buyers one by one. They could also sell to IGE and others and bust the mules getting the gil gold and plat. That way you make a dent in the RMT business.

This way potential cheaters would be scared ******** of getting cheated when a new business starts up.
