I managed to finish the "Second Wife's Tales" collection quest in DoF yesterday, (page 15 took forever to find), and when I ran into NQ to redeem at the end of my evening session, I received XP & AA XP but no book item for my house. I did turn in another book collection at the same time and got XP and the book for that one so who knows... I bugged it but wondered if anyone else has encountered this...
I've still to finish that quest myself, but I have always received a reward for the collection quests I've finished so far.
You could always try a bug report, perhaps a GM can give you the book.

Yep OBD, that happened to me once, when I handed in 2 collections together. Don't remember which one, but might've been Second Wife's Tale.
I never could finish any of those page quests. They were just so blasted annoying. MY journal is a mess because of all the ones that have like 1 or 2 pages in them :/
