It's a drop, I believe in the Tier 4 zones (Zek and Enchanted Lands). Keep your eye on both the broker in your home city, as well as the fence. You never know where it will show up.

That being said, if you can wait two weeks (until June 14th), you will no longer need your cross-skills and those books will be disappearing.
