Not getting specialized training gump?Follow

I have a level 19 assassin that i made the first day the game came out and haven't played much since. Now im playing again and when i first logged in i got all these new abilities and alterations to my character since the patches and upgrades but one thing... i got my traditions and race traits but i never got my specialized training ability that takes one of my combat spells to master II at level 14. has this happened to aynone else? the gm's are trying to help me but i dont think they understand whats going on because one told me to submit this in the suggestions category if i didn't like the way the rulesets were?! lol i wasnt criticizing the game i was trying to get what my character deserves. I'm thinking just erasing him and starting with the new ruleset in place would fix this. If anyone has another suggestion or something i could reference to the gm's to about this problem it would be much appreciated.
