I'm pretty new to EQ2 but from what I recall when it first came out Journeyman Boots were a being given as a promotion to players.
An NPC outside of Qeynos starts the quest and it's continued just a short jaunt away requiring you to go from point a, to point b, etc.
The boots (trying to recall) were like level 40 but the quest is available at 16. The quest itself doesn't appear to be that difficult but is the level restriction on the boots accurate?

Two different sets of boots. The J-boots given out with the original collector's edition of the game are a scaled down version with lower stats. The quested pair are the real deal but don't think it's gonna be a walk in the park to get the reward!
You will be sent on a series of timed runs through several different zones that are deadly to a lvl 16. Miss completing a circuit on time (because you stopped to deal with aggressive mobs) and you will need to run that leg again.

I would also say it is impossible to do at 16. You can get the antonica/freeport ones done, but nek and TS are much easier with escape at 25. Then when you add all the agressive mobs you have to run by, it would be suicide.
Actually, it's impossible to complete unless you are level 30. The NPC in, if I recall correctly, EL will not even let you advance if you are not level 30.
