Can Necro's Betray?Follow

With the current rules, no. You are past the maximum level allowed for betraying.

A soon-to-be-released patch will allow you to betray at any level, so do not dispair. The citizenship quest will also be going away.

With that in place, you will be able to betray and go to the Qeynos (Sony EQ spelled backwards) side.

When you betray, you will need to close out your Freeport Inn room and take everything out of your shared bank. When you finally get access to Qeynos you will open a new room and fill the bank with goodies.

Haven't seen one, they typically don't set a firm date. It sometimes depends on how many things need to get fixed, how fast they can fix them, and if the fixes don't unbalance the game. I would expect anywhere from 2-3 weeks from the date of the announcement.
