where in / around Freeport can i buy good cheap water?

However, you're not likely to see +15 regen on any (NPC sold) drink at your level. Regen is restricted by level and you will need to be in a higher tier to get that rate.

I just checked a common vendor in-game and T1 water, (flask of water), will get you a regen rate of 6.0 while T2 water, (flask of filtered water), will get you a regen rate of 12.0

The good news is that by using player-made drink, you can raise those numbers by quite a bit. T1 player-made drink (jum-jum juice for example), has a regen rate of 15.0 and T2 player made drink (like orange juice) has a regen rate of 30.0

You can either buy player-made drink from the broker or make it yourself. In T1 anyone can craft anything and who knows... you might enjoy being a cook and continue to craft food and drink for yourself, your friends and for profit!
