Have any of the regulars on this board ever seen this epic mob in Antonica? It kind of scares me that I have run by his location numerous times without even a second thought. To think, I coulda be dinner so easily.

Woot! (which actually means we owned the other team, but I'm using it to cheer)
Glad to see there is raid content for those that are lower than 50. That also brings in a sense of danger when crossing a zone, which, in my opinion, is severly lacking.
Aspiring guilds and groups can do the big-boy stuff without having to actually be one!
Oh, to finally answer the question, no I haven't seen it. Wish I could, just so I could test agro range and then turn and run, screaming all the way to zone. :)
If I remember, the location is near the camp that starts the Condemned Catacombs quest.

Unfortunatly yes, I have seen Anguis as well as having participating in a raid on him. His AoE is disgusting, most groups that try him get raped very fast.
I got massacred by Anguis before. Yes he has a nasty, deadly, ugly AoE for his level, therefore all healers should stay way back, because the time we did tried it 2 healers out of 4 thought they could become some kind of hero going melee with him, leaving very quickly me and some other templar alone behind to heal the rest of the raid party. We got him down to about 60% on first try, then about 30% on second try. Some people got tired of being owned so the raid disbanded afterwards. Anguis does not come alone, he has some acolytes with him (2 drakes if i recall correctly) so a chanter is almost a necessity ; even then, you will soon be dead meat if someone in party does not know exactly what he/she has to do. Very hard, but a blast to try !

I have seen him and been involved in a successful fight against him! I was walking through antonica (31 Illusionist at the time) and got a tell asking to join a group. Joined up and killed him. Apparently they had just lost to him a few minutes before. Several of us had to mentor down so we were probably as high level as you could be and still have him con green and it was still a very tough fight. The AE is VERY nasty. I was standing just in spell casting range and was almost dead from the AE before I even know what was going on.
Well then, let me ask you this. How do you spawn him? By killing all the granitescale basilisks there or is he completely random? I have a feeling Rebels can take him down. If not, MoK (or NABOB or whatever we are calling it 
) can eventually do it.

I can't give any info on spawning him. He was already up when I got there.

You cant make Anguis spawn. Its the kind of mob that pops on a precise timer.(sadly). What Anguis' exact timer is is unknown to me, but from what ive seen/read/heard/felt/believed/foreseen my guess would be somewhere between 2-4 weeks. But i can be wrong. That kind of mob that pops every X amount of time usually is fairly hard to beat but carries with him/her/it some of the best stuff you can find for that particular level. I heard there is a mob like that in TS too, some kind of dragon that pops like every 1-2 months, but i have yet to see it. (Really not talking about doomsquall, which is not a dragon anyway.)
You are probably talking about that Drakota in Commons. Also requires a raid [I'd recommend a chanter and 2 shamans].
Another 'Epic' in Antonica is the Windstalker Rumbler but that's a lot easier and respawns rather quickly. It's only level 21 ^^^
