I left the Isle of Refuge with Artisan lvl 6. I am now in Freeport, trying to join a profession society but think I need to be lvl 9. Can I raise my lvl in Freeport, if so where, or should I have stayed on Isle of Refuge to lvl 9.

No you're fine at level 6. You need to join the Wholesaler Society in your home village. It looks like a trapdoor in the ground; just hail the guy standing next to it.
