Character Xfer Promo?Follow

I just now created a new character on the Oasis server, but while doing so I saw two newer servers at the top of the list with something about exchange in their name. Bazaar and something else. Is it possible to xfer a character from a regular server to one of those for free? This would be helpful to organize friends together to create a guild or whatever if it was possible. I would appreciate any help in explaining what is going on for the whole char xfer situation, thanks.
