My guess from reading the patch notes is that it is one of the new status point items. From the description you would turn it in to whoever gives out writs in the mage tower in South Qeynos. Unless you are from FP then im not sure.
The NPC that gives you the city writs will buy it from you. In this case, for 2 copper and 200 Guild Points.
For Freeport, it will be the Arcane Academy.
*Note that 200 GPs earned still has to be divided up by the number of patrons in your guild, otherwise it's 200 personal SPs anyway.
