I just got chainmail armor and it says i need 45 in mediumarmor skill. how do i build up this skill, and is there a way to check if i have any already?

No you can't build that one up, it's tied to your level.
Oh ok...it says right now it has 0 mitigation but has some at level 15, does that mean it's lvl 15 armour?
That means the armor caps at level 15. Thats the level it is best at. Normally you can where stuff a few levels before they cap. If you examine it with the new patch you should be able to see what level you can actually where it at.
