I have a lvl 33 inq whose a lvl 36 provisioner. I wanted to start stock piling harvests from tier 5 to make when I get to my 40s but I can't get my skill above 182. Is gathering capped until I raise my adventuring or tradeskilling lvl to a certain point? Do I need to do a quest? Am I being impatient and should I keep trying? Or is it a bug? Any clarification would be appreciated.

If your max gathering skill is 182, then yes, it's capped. You'll need to raise your adventure level a little more to get harvesting skills to 190.

Your harvesting skill cap is based on your highest level, either crafting or adventuring. It can be either, whichever is highest. To harvest in the teir 5 places you have to have one of your levels at 40 and a corresponding appropriate harvesting skill level. A couple more levels in your crafting and you should have the skill, but you need to look into access in the tier 5 zones as well.
