But my question is, can a horse be "shared" between alts or does the whistle need to be attuned? The massive cost would be so much more bareable if I knew going in that I could loan the beast to an alt now and then...

They are No Trade items so they can't be shared. If you can get into a guild and complete a couple of heritage quests you could possibly get them half price.

you lose about 50g when you try and sell the 3p horse back aswell.
