If you're talking about the "green +" choices that crop up every so often, these are very personal options that help you make your character more "unique" by giving him/her an edge that not everyone else has. You'll need to read through the options and choose the one that best suits your play style... You pays your nickle and you takes your chances!

The difference between troubs and dirges is that troubs buff their friends while dirges de-buff their enemies. I don't mean to imply that every spell works this way but only that this is a general rule of thumb.

No, bards are not mana batteries here - but then I don't think that was their only function in EQ either... in fact, I think bards may have been the best soloer in the original game. A high level, (well played), bard in EQ was a thing of beauty!

The lvl 8 attributes are plusses to one stat. Just don't pick wisdom and you will be fine. STR helps with damage and weight limit, STA gives more hp, AGI gives you more power, and INT gives bards (but not plain scouts) more power.
18 is a racial choice. One warning about racial traits: If they say something like "This is an augmentation, placed on you," that means that particular trait is a 3-minute buff with a 30-minute recast time, which is kind of a pain. You'll get to pick 3 more racial traits from the same list later, so if you can't decide, don't worry about it much.

For the stat increase I did agi, I figured more power is better, but str and sta help as well.

Troubadore has buffs that do more for defense, drain/steal power, buffs AR, and a bit more crowd control.

Dirge buffs more offensivly, life tap, buff pr and dr and has more debuffs.

For the stats, i would go str... adds to damage and an agi nerf is on the way... as far as dirge or troub? take your pick they're both pretty even. They both get the same basics stat/skill/mana/haste/proc buffs... theres not much difference really, i like dirge for the lifetaps, which really help in small groups where i tank... either way enjoy bards, they rock :P
