i am currently a level 22 ranger wanting to start the light armor quests in qenyos, however whenever i go to speak with selwyn oakheart to start the quest she will not respond to me. is there a quest i must do before i start this one? please assist

I think you mean the medium armor quests since rangers are a chain class, not leather and why would you want less armor than you're allowed!
Anyway, no, there is no pre-quest. She should respond to you anytime after you turn 20.

i was under the impression that as a woodelf ranger i am not able to wear medium armor. if this is not the case someone please tell me, for i have been missing out on alot of quality equipment.
Ummm... I play a wood-elf ranger and I wear chain... lovely, protective, safe, mob resisting, carbonite and steel chain! Rangers are a chain class...
Maybe that's the problem you're encountering... The NPC might not be able to give you a light armor quest since you're a medium armor class...
To begin the medium armor quests, you will want to talk to Ian Cathlan in QH. The quests are called "Ian's forgetful family" and you can find them here
