I guess its kind of about imbuing. I'm a level 19 outfitter soon to be an armorer. I can't scribe the book magical extract study 1 to make glowing extract because my alchemy is only 49. I also can't seem to raise my alchemy any higher (it's been stuck at 49 for awhile now). Basically is there anything I can do, or am I screwed here??? Thanks!

When you chose Outfitter at level 10 instead of Scholar, all your skills involving alchemy were capped, sorry.

So basically any of those glowing things that i find I should just go ahead and sell if I plan on being an armorer?

...Or you could arrange with an alchemist to have them made into extract so you can imbue armor that you make.
Most alchemists will be happy to make the extract for a reasonable price. If you don't want to, or can't spend any money, you might even be able to trade goods and services with them.
If you don't already know someone, ask around in the crafting channel or just visit the chem lab in any crafting instance.
