Kinda a question about SOEFollow

i was wondering this for a while but is SOE basically an the American branch of gaming in the sony gaming corporation while SCE is the japanese one that imports over to SCEA? just kinda never thought about why sony makes EQ but it is in the US many years before it even touched Japan. yeah just wanted to make sure im just slow and not crazy lol.
