This is the reward for killing Windstalker Rumbler.
If you don't get the chance to kill him, you might get lucky and find one on the broker.

It must be a item that drops from the Windstalker Rumbler then, and rare at that. I have killed him twice with 2 alts and both times we got a crappy caster shield as a reward. Loot wise he had 2 adepts and a horrible earring both times.

It was also in Everquest 1. One of the Sayers in Qeynos Hill gave it to you for doing a quest where you'd save this kid (who's name escapes me at the moment) from Gnolls.
