The Name of the Freeport Froglok Quest is "Search for the Missing"
It starts my talking to the Froglok in prison in the West Freeport Militia Building. Once you talk to the Froglok talk to the Informant on the way up the stairs. He tells you to kill the Froglok you find in the Commonlands. This Froglok is found near the Statues just south of the Freeport Griffon Tower and is level 25. Once killed go back to the Informant and he tells you that she survived and was rescued by some Qeynosian Scouts. He tells you to go find and kill the scouts and Froglok again. This band of scouts can be found just north of the West Nomad Camp in the Commonlands. The scouts range in level from 28 to 31 and the Froglok is now level 30. (How did she gain 5 levels so quick!) You go back to the Informant and he give you a book that you need to examine. The book tells you of a plot to rescue the Froglok in prison and the someone by the name of "J.T.S." in the city of Freeport is arraging this prison break. You need to find and kill this person. He is located in East Freeport by the Theives Way Entrance. He'll spawn as you get close to the entrance and is level 30 and very strong. Once you kill him it appears that there is another 'spy' somewhere in the city you need to kill. I haven't found him yet. If someone knows where he is please reply to this message.

Here is the rest of the quest that I found on a different site:
Head over to the inn in West Freeport once you go upstairs you will be attacked again. Kill them and move on.
You will be sent back to the Freeport jail to talk to the frog but will get a message saying that the frog was moved. Go to the door between the jail cells on the left and you will zone into and instanced zone. The mobs here are 30 one down arrow expet for the main guy who changes in level it seems and is an undercon. Pull each guard one by one till you kill them all. Then click on the barrel next to the cell it will open the lock. You will go in and get stunned by the frog and he will get away but you will still get an update and a stone.
Take the stone to the Dog pond in Commonlands and use it to get to Kugup.
BEYOND THIS POINT, THE FREEPORT AND QEYNOS QUESTS ARE THE SAME.
You are taken to the Froglok Village. You must finish a series of quests to gain their trust.
Stick: in the middle of the zone there will be a ramp that lets you go up onto the wall. Go up and look in the tree a but further down, the stick will be there. loc is -88 214 ish
Channeling Gem: the miner constantly drops it and picks it up. Go to him and wait for him to drop it, grab it, and go wash it off in the barrel (the one next to the frog that gives you a firefly quest)
Fireflies: he will give you a net that you equip, then USE whenever you get the message "you sense fireflies nearby". Three times.
Dolly: The little froggygirl's dolly is right behind her, behind the tree. I also found one by where you get the stick, but it wasn't used for anything.
Cat Eating Totems: This is a really easy riddle to solve. Essentially, start deducing from what he tells you. He says two trolls are the least and the most cats. He says one troll ate MORE than one of those trolls, so you know which one ate the most and the less. From those two, you can easily work your way through the rest.
Flowers: Flowers can be gathered easily, they stick out of the ground and are quite the eyesores. I noticed them before I knew about the quest.
Some notes.. you can only do one quest at a time.. you must complete what ever task you take before doing another.. once you are done you go talk to the chief to get your reward. He will give you a tablet that you can put in your house. It reduces status cost by 200 enjoy..
