is the a vendor anywhere that sells this stuff besides the isle of refuge?
Not that I know of...
Tier 1 and 2 WORTs, (Washes, Oils, Resins & Tempers) used to all be available from the merchant in the T/S instance but when the "oppressive yoke" of interdependency was lifted from our shoulders, these utility items along with sub-combines like leather stretches and iron bars were all removed from the merchant's basic stock list.
Yet another example of "be careful what you wish for..."
The good news is that if you are still using tier 1 WORTs, then you can probably gain experience from making them!
