Coercer AQ starting pointFollow

Can anyone tell me who is the quest starter for the Coercer AQ? Or the name of the quest and I can track it down from there.

******found my own answer.....

For Freeport, it is Kirsteh the Witch in East Freeport that gives out the level 20 armor quests.
