I have mostly app I, a few app IIs for my spells (with the exception of two Master Is). I think I may know the answer to this but wanted to be sure...
Can I upgrade my spells directly to app IV from app I or II or do I have to do something in-between?
How much of a difference will this make going from app I-II to IV? What changes can I anticipate seeing in my performance?

As you suspected, you can go from app 1 all the way to master with no stops in between. The difference is small from step to step but it adds up. For example, going from app 4 to adept 1 you might get 3 or 4 more points of healing from a spell but from app 1 to adept 1 you would see maybe 15-20 points difference.
I am now at the point where I want to start transitioning from app 4s and adept 1s to adept3 rares. This is an expensive step since each spell will require a rare forage drop, (like a coral), so I am doing a bunch of research to prepare for the purchase. After all, I don't want to spend the upgrade money on spells that will soon be replaced or will go unused.
BTW - before you buy app 4s, check the prices of adepts on both the regular broker and also the black market broker. Some adept drops are common and the prices are surprisingly cheap. I have found several adept I spells for my warden, (and for my ranger), for as little as 20 or 30 silver. Even found a copy of Back Shot for 17s !!!

I grouped with a higher lvl healer recently for my AQ1 and hooked her up with a couple of drops she needed for other quests that I won thru lotto during our AQ, and she has in return offered to craft the appIVs for me on my main spells for free
What can I say, I'm a BIG believer in karma, and so far it seems to always serve me well.
I will definitely be taking your advice and checking brokers and such for adepts and other upgrades. I havent seen the app IVs yet but I'll be getting them soon. I think she said she was sending some to my kiosk yesterday, but I'm out of town and won't be able to access my EQ2 for a little while. (dangit)
Before you buy, you might try going to a broker and check out the differences between the various grades. [Select Item: Spell Scroll then choose the usability range from white -> orange. Sort by name and examine the various grades. Doing it this way allows you to see the differences and if they are worth the expense]
i.e. Smite: App 1 -> Adept 3 was worth it for me. Courage was nearly twice as effective at Adept 3 as App 4. [Blessed Weapon is a blessing! :) And it's twice as divine at Adept 3 as App 4]
Considering how often I use those spells PLUS how far in the future I would be using those. I'd say go for Adept 3s, not just App 4s. Some spells on the other hands are relatively unchanged even at Master 1 levels. I forget what spell exactly but at Master 1, it would mitigate 47-54 damage whereas at Adept 1, it mitigated 43-49. Is that worth 1pp to you? I stayed at Adept 1 and bought Adept 1/3s for the rest of my spells. It made a bigger impact.

Yeah any time I go for spell upgrades I go directly to adept 1 if at all possible. Adept 3's are just way to freaking expensive for me. I only go with app 3 or 4 if I absolutlely have to. To this day the only adept 3 I have is on my lvl 17 summoner Necro with Tellurian Recruit pet. And that's only because a friend who is a scribe happened to have a T3 rare and made the spell for me. I've never had more then about 20 gold at one time so when adept 3's cost 30-60 gold I just can't see spending all my gold on one spell wehn can mabe upgrade all my spells to adept 1 maybe. Anyway just my 2 cents. To sum up, if you can get adept 1 or 3(if you can afford it. Or get at least app 4. As a minimum though, if you can't find a spell in app 3 or above you should at least have it at app 2 since you can buy those from any scribe vendor.
