I have gone to Camtur Flograttle at the Academy at lv 16 because the girl outside the temple said to. But, he won't talk to me so I don't get my lv 20 quest. Is something broken? Thanks.

You can not start this quest until 18, sorry. I tried at 16 and 17, he will not talk to you until your 18.
