I rang the bell but I had not completed quest back on the Isle's. Can I return? If so, how?
No, once you leave you are done.
But not to worry, once you get to your home city, there are many more quests that will give much better loot and coin.

I had heard there is a high end raid you can do around lvl 50 that involves going back to that island? Don't remember where I heard this though.

That's Lord nagafen's second quest. You fight a dragon in a sperate instance. If i recall, his name is Darathor.
Aye, darathor lvl 58 group x 4 dragon.. :)
