I read about the new items that an Alchemist can use to create enhancing items, and they refer to getting the new recipe books at the camps of the Hand of Marr or the Bretheren of the Night. Me, I'm kind of going "Duhhhhh who are these people and more importantly WHERE are they located?!?" Can anyone provide a clue? Search under those names here didn't reveal anything.

Both of those groups are located in Nek Forest where the new adventure pack takes place.
But as of today, you should also be able to find the books available for purchase in your local T/S instance. SLooks to me like the early inflated price of books on the brokers caused SOE to make their availability a non-issue.
