I have talked to all the stewards and clicked all the signs that lead into qeynos but I can never get the quest for citizenship and i'm stuck on level 6+.
When I talk to a steward they just tell me they have no time to talk, they are waiting on new refugee's :(

Look in your quest journal, you might have an uncompleted part of your citizenship quest. Other than that, make sure you get an application for citizenship from the post outside the entrance to Qeynos in your home town, you must examine it, read further, or whatever, and then accept the task. Hope that helped.
Maybe you missed the visit to the banker, it's essential to do this.

This is the quest to get you started. You have to pay close attention to the steps in your journal and do them all, otherwise you can't do the Citizenship quest.
