Does anyone know where you can raise your fishing skill inside Freeport? I discovered I don't have enough skill to fish in the Commonlands. Tried the East Freeport docks but no schools of fish.

You'd have to go to those newbie zones outside the city, like Sunken City. It has lots of fish. Others may have them too; I'm just using the one I remember. There are, however, no places within the actual city to fish as far as I know.
