Palladium Torque/Palladium BandFollow

Most people have been saying that you can recive the Palladium Torque by a rare named in the Thundering Steppes. Being curious myself because it is such a rare drop, I went looking for it. When a group of mine killed the Undead Overseer near Qyenos Tower One, I recivied a Palladium Band. Since the Overseer is a common named, I was wondering if there is any differnce between the two. My guess is that you may find it from Grimfeather, or the Centuar named, which is found at the bottom of a crater close to the west edge of the Thundering Steppes. Anyone have any idea?

Is there any difference in value? or rareness? what are the 2 items worth?
