What NPC Sells Thylakoid Wash and other Thylakoid's? or is it only player made ???
Liquids such as these are normaly not sold by NPC Merchants. However as a Society levels up, some of them will become available in your wholesaler instances and can be purchased there.
Note: To my knowlage currently only T1 and T2 Alchemy liquids can be purchased. I do not belive any Society has reached the level to engage T3 Liquids yet.
