apps, adepts and mastersFollow

Greetings
Quick question please
Can you permanently increase any of your skills in apprentice, adept or master 1-4
with scrolls, essence, rune or whatever it is
I want buy the ness item to increase my skills from mostly app2 to upwards, do all these things do the ssame thing?
Also where do i obtain them
And if you are app2 can you just buy say scroll4 and miss 3 all together etc

for app 3 and 4 you need to either get a crafter to make em for ya , or look on the broker and buy em there .
You can also find adept 1s and 3s on the broker . Adept3s are crafted , and adept1s are only dropped off mobs .
You are gonna need some cash either way . prices change from server to server , right now on my server the best way to go is to see if you can get a crafter to make em for ya special order just because people are price gouging like heck on the broker right now . HTH

Skip any and all you can and go straight to the highest version possible. No need to go in order and waste gold.

last answer i need
are scrolls runes essences and the like the same thing when it comes to getting the skills increased
it seams like if i buy essence or rune it might be a
one shot wonder, say for a limited time and that
scroll is the only way to increase the skill permanently
