From Trainer "Insert name here" dude near the Elddar Grove zone line in North Qeynos. Gotta look for him a bit, but he's under a tree. Trust me, the spell isnt really worth your time.

And since you didn't mention what city you're in. I think it's West freeport. There's 3 trainers overlooking the city. One of them carries it. Good luck.
