Submitting new quest info?Follow

I'm kinda new at this and I have been doing some quests in Nektulos that are not included in quests by zone. How would I go about submitting information on them. A lot of people I've talked to didn't even know about these quests. There is a Kerran standing behind a boulder along one of the paths. He claims to have done away with an adventurer and will trade you his gear if you run some errands/gather some "stuff" for him. He has boots, an earring, wrist-guards, leggings and a cap. I'm writing this at work so I don't have all the info. Anyone know of these quests?

Anyway, how do you submit new quests? Thank you for your assistance :)
