I am currently a lvl 15 outfitter. Im trying to make a Tanned Leather Backpack and i need an Iron Buckle. Problem is i dont have it in my recipe book. I have the Tin Buckle but not the Iron one. Is this a mistake or am i missing something?

This is by design.
Crafters are meant to be dependent on each other, with the exception of Provisoners and Alchemest as you get your subclass and class you will become more and more dependent on other classes to make some of the items for you.
I know Jewelers can make Buckles, and belive one other class can as well but dont know it off hand.
**Note** Thanks to a bug you can scribe the level 10 books if someone purchase them for you, allowing you to stay independent until 20.

So as an outfitter, i would want the level 10 books from scholar and craftsman right?
correct. I just did the same thing...my partner has two characters...one working as craftsman and one working as scholar...while ive been putting time into outfitter. I bought my lvl 10 book twice and gave it to each of her two..and she bought me lvl 10 from both of hers...and voila...ive got the recipies necessary to make the tempers, cloth/leather, paper, and metal items I need for going from 10 to 20. Not sure if this will last much longer...maybe not even past the next major patch, but for now it is truly helpful.

I just ran into the same problem last night, except I was trying to make some iron studs for maple strong boxes. Took me about a half hour to find out that blacksmiths don't make iron studs, jewelers do. Sure thing, makes sense to me!
