Unfortunately, no - if you are an outfitter you can not scribe the scholar books. (Well, you might be able to scribe the level 10 book, but that's a bug that will likely be fixed one day so don't bother.) It's part of Sony's "interdependency" push. It sucks, but there's a simple work-around: roll up another character who lives only to tradeskill in scholar stuff and you can be your own supplier.

Note also that any good wholesaler will carry a lot of the supplies you need as an outfitter, particularly the stromas and eoliths (my main is an outfitter and goes through stacks of the stuff). Just browse the wholesaler merchant for "shaped vial of whatever".

You should be able to trade items between your toons using the shared bank slots in your bank (the 4 slots at the very bottom). That only works though if your toons are in the same city (Freeport or Qeynos); if they are in different cities I don't think you can share items in the bank.

newbee island to freeport bottom 4 slots trade back and forth between toons on the same server with no problems.
