I was wondering whenever I examine a Spell..or weapon or something sometimes it has something listed under skill that says Required and then under Required it says Mastery...what is this?

Required = the point in which you can start using that particular item/spell/ability
Mastery = the point in which the ability stops getting better as your skill gets better(ie. level up)
All equipment and abilities have a point in which they will grow with your character and top out.

Okay for example then lets say a Spells Skill is Evocation and the Required Skill is 25 and the Master Skill is 95. That means the spell stops getting better whenever my evocation hits 95, or does that mean I can't use the spell whenever my evocation hits 95?
You can still use the spell, but it won't be as useful to you any more in most cases - it is said to have "grayed out" to you. With some spells they simply won't work anymore on monsters that give you experience, like mez. But you get new spells with the same effect to replace them.
I remember reading about an enfuriated illusionist who bought a painfully expensive upgrade to his mez hoping it would keep working - and found it still was no good for him. It just didn't work on lvl x monsters and above.

Don't know about mez don't have that spell but I do know all my grayed out lower level spells still work on all mobs just that they get resisted more then my inline spells do. As in my nuke that is orange to me gets a res about 1 in 6 casts my grayed out one is about 1 out 3.
I think the spell system leaves alot of room to be better. I don't have a problem with having to do upgrades. But god could you make the drops for the upgarde better then 1 in 1 billion of getting the item. And then if thats not bad enough some spells never have a adept 1 drop for them even..
